Francis Smith is a senior EMT. He has been with the agency for 12 years and was a district 3 fire captain for 17 years. Smith is currently organizing a cardiac event response team of Cape San Juan and Cattle Point residents who have completed the CPR/AED course through San Juan Island EMS.
